Education and Youth Board of Estonia announces the application round of 2024 for the scholarship program aimed at supporting the studies of expatriate Estonians in Estonia. The deadline for submitting applications is July 17th.

The Expatriate Estonians program awards scholarships in two categories:

  • the scholarship for Estonian language studies,
  • the scholarship for formal studies at the level of vocational or higher education in curriculum taught in Estonian.

The scholarship includes:

  • basic monthly scholarship of 350 euros during the study period,
  • travel grant (travel expenses for travelling home and back twice a year),
  • the study expenses for the language courses (up to 2700 euros),
  • state fee for residence permit and health insurance, if necessary.

The scholarship is available for Estonian expatriates with secondary or higher education or its equivalent, who have not lived in Estonia permanently for at least ten years (except if they have moved to Estonia during the year preceding the application).

NB! We kindly ask the applicants from Russia to make sure before sending the application if they will be given permit to enter the country. The scholarship will not guarantee the visa or residence permit.

The applicant for a formal studies scholarship must have been accepted to the Estonian-language curriculum of an Estonian university or vocational school. If the admission results are announced after July 17th, the applicant must add the proof that necessary documents for admission have been submitted.

The applicants for the Estonian language scholarship have to find and registrate to the language courses themselves. Suitable options are higher education institutions (e.g language courses in University of Tartu) or other licensed institutions. The candidates who use the additional language learning opportunities (like e-courses Keeleklikk  and KeeleteeIntegratsiooni Sihtasutus’ Estonian Language Houses) are preferred.

The application must be submitted no later than July 17th (until 11.59 PM).

Applicants must submit the following documents (either in Estonian, English or Russian):

  • application form (available on the Harno webpage);
  • a curriculum vitae (CV);
  • language course curriculum and a document certifying the cost (applicants for a language study scholarship);
  • copy of the document certifying the acquired education (diploma with the transcript of grades) or extract of the study results of the graduation class of high school and the copy of the certificate of the penultimate class;
  • copy of the personal data page of passport or ID card;
  • copy of the document certifying the Estonian origin (birth certificate, parents' or grandparents' birth certificates, etc.);
  • recommendation letter (from the representative of the Estonian Society, community, Estonian language teacher, other teachers, supervisor).

The application form and required documents must be sent to rvo.dokumendid@harno.ee , with the title of the e-mail being "Väliseestlaste tasemeõppe / keeleõppe stipendium".

The contact person for the program aimed at supporting the studies of expatriate Estonians in Estonia at Education and Youth Board is Ms. Krista Arro (krista.arro@harno.ee).
