Returnee support
The purpose of providing support is to prevent the deterioration of the socio-economic situation of those returning to Estonia due to the costs associated with their return.
As a result of providing support, the settlement of ethnic Estonians and Estonian citizens and their descendants in Estonia has been facilitated.
The applicant must be a person holding Estonian citizenship or an ethnic Estonian holding an Estonian residence permit who
1) has emigrated from Estonia at least seven years ago or was born abroad and who is returning to Estonia with minor children or to their minor children or
2) has emigrated from Estonia or was born abroad and has returned to Estonia permanently, has completed master's and doctoral studies abroad up to the age of 40, or
3) has emigrated from Estonia at least seven years ago or was born abroad and has partial or complete lack of work capacity;
4) has returned to Estonia permanently no later than eight months before submitting the application and has registered his or her place of residence in the Population Register of the Republic of Estonia;
5) needs support to return to Estonia due to his/her economic and social situation, because his/her family has resources for daily living that are less than half of the subsistence level established in Estonia.
The eligibility period for the application round is 5.01.2026 - 31.12.2026.
Applications can be submitted continuously until 31.12.2026, or until the budget of 65,000 euros is reached.
